Non-probability – wide representation: at least five key informants each from public, private, NGOs, elected representative/community leader, international organizations, and donors (N=30 or more), where possible include district and facility providers
Non-probability – limited representation: only one or more organizations from the following - public, private, NGOs, elected representative/community leader, international organizations, and donors (N=25 or more)
Probability sampling using Lot quality assurance sampling (LQAS) or some other sampling technique
National or sub-national HPHC score estimate using LQAS or other techniques
Assessing compliance with selected HPHC score using LQAS
